Long-term study abroad personnel record procedure

•Step1• 
Application online
  ①Log in to the “Chinese students Network” at www.cscse.edu.cn, and enter “Study Archive”
②Continue Application Online

③Print out a copy of the completed “Archive Staff Registration Form”;

•Step2•
Bring the following materials to the office to process filing procedures:
① Printed copy of “Archive Staff Registration Form”;
② A copy of the first page of Passport (or for Hong Kong/Macau residents the last page of gate pass);
③ Copy of proof of enrollment from a foreign education institution;
④ Visa holder applicants should submit a copy of visa
⑤Pay 720RMB for file management fee (3-year depository service, return the overcharge and demand payment of the shortage; for periods longer than 3 years, fee can be directly settled. Upon refund, the original invoice of payment is required)

  •Step3•
Transfer the file from original company or school to our office with the downshift notice. (Sealed documents may be brought to our office in person or sent directly by mail to our office by human resource center or applicant’s school)
Special note: Please take good care of “Archive card” and file management fee “invoice”

•Step4•
The following must be completed by Applicants after returning to China:
① Accreditation of foreign academic degree certificate (Room 116, 117)
② Return to China students should transact employment registration cards and household settlement procedures (Applicants settling in Shenzhen and Shanghai, please transact procedures in local personnel Bureau in your area) (Room 319, 317)

① The following materials need to be submitted when applying for Archives transfer:接收Original file transferring certificate issued by employer or talent center;
②Original copy of “Entrusted Management Personnel File Contract” (or “Archive card”); (Applicant’s requesting refund must submit original payment invoice)
  ③A copy of foreign academic degree certificate;
④A copy of the original employment registration card received after return to China
⑤As required additional materials might be required (Applicants who have obtained two or more educational degrees at foreign or domestic institutions must submit these materials)
⑥Complete: “Study Abroad Registration Form” (A copy can be obtained at office or downloaded at “Chinese Student Network”- “Study Archive” section.)
⑦As a general rule, archive transferring procedures need to be transacted in person by the applicant; however upon special circumstances, the applicant may grant authority to another person to carry out the procedures for them.

Application online
① Log in to the “China Student Network” at www.cscse.edu.cn, and Enter “Study Archive”
② Continue with application process
③ Print out a copy of the completed “Archive Staff Registration Form”;
•Step2•Bring the following materials to the office to process filing procedures:
① Printed out copy of “Archive Staff Registration Form”
② A copy of the first page of Passport (or the last page of HK/Macau Exit Permit);
③A copy of the foreign academic degree certificate; (Go to Room 116,117)
③ As required additional materials might be required (Applicants who have obtained two or more educational degrees at foreign or domestic institutions must submit these materials)
④ Fill out the form: “Study Abroad Registration Form” (A copy of form can be obtained at our office or downloaded from the “Chinese Students Network”- “Study Archive” section.)

② Original file transferring certificate issued by employer or talent center;
③ Original copy of “Entrusted Management Personnel File contract”
④ As a general rule, archive transferring procedures need to be transacted in person by the applicant; however upon special circumstances, the applicant may grant authority to another person to carry out the procedures for them.
In the process of file transferring, the returned overseas students must transfer the Household Register together if the collective Household Register is in our center. For further information or inquiries concerning the procedure for transferring Household Registration, Click Here

Note: The short-term archive period is 3 months. Applicants are advised to file and conduct all necessary procedures within the allotted 3-month time frame.

18. Employment in Home country:
Policy for Returned overseas students applying for settlement and employment
1、 Returning students who have received a bachelor degree or higher from abroad and have never transacted employment procedures in China
2、 Returning students who resigned from their government posts prior to studying abroad.
3、 Students that have studied abroad for more than a year (360 days and above)
3、 Returning students planning to settle in Beijing who have obtained master degree or higher from abroad (Inc. Master Degree) must apply within two years after completion of overseas study and returned to China.
5、Students with a bachelor degree or higher planning to settle in other province/city outside of Beijing (Excluding Shanghai and Shenzhen)
Special attention:
1、 Returning students planning to work in Shanghai and Shenzhen do not need to transact employment and household registration procedure at our center. Please consult your local personnel bureau in your area.
2、 Returning students settling in Beijing, who are not Beijing residents, should hand in their application materials to their respective employment agencies for registration. Our center does not accept personal applications
3、 Returning Beijing residents planning to work and reside in the Beijing area should submit in person the application materials to the Center to transact employment-in-Beijing procedures.
4、 Students planning to live and work in other provinces or autonomous regions should submit the application materials in person or send them by mail to the center to transact household settlement registration procedures.
5、 The Employment registration certification and household letter of introduction can only be transacted once. The center will not be held responsible for lost or expired documentation. Students are recommended to make a duplicate.
